The best outcome I got so far was this: Bring Cook and Pembrooke on the chems quest. Let Henry go first into the line of fire. Let him die. Laugh as he gets mauled by his own bad Karma. Finish up. Let Paul obtain his much needed lottery. Smile with satisfaction as you see him as the new bar owner in the top stands.
